take any effective action remains to be seen. the whole it seems rather doubtful. In the first place the persons concerned are very wealthy and powerful and are extraordinarily astute. So far as I am aware in spite of the constant vigilance of the preventive service and police no evidence on which they could be convicted even under these new powers has yet been found; and in any case it would seem to be a simple matter for them to operate from Canton (say) instead of Hong Kong and so be out of juris-
diction.
In any case it would be impossible for the Hong Kong Government to act except on absolutely certain proof. Further the situation is complicated by the prominence and political importance of the persons concerned.
About Nemazee Sir R. E. Stubbs has written
as follows:-
"The position is difficult. We all know that he is the great importer of Persian opium into China and we haven't the slightest doubt that it was he who was responsible for the 4 tons of opium that we discovered on a small island but we have no evidence. He appears to do nothing illegal in our territory and is a prominent resident, a J.P. and a public benefactor having given $100,000 to the University and thus become a member of the Court !"
